The NLPC leadership team is focused on leading CNL and driving long-term success at the laboratories across all of its mission areas. This experienced team will be focused on the safe management of all of CNL’ s sites and assets and advancing AECL’s agendas for nuclear science and technology, research, and innovation that will leverage capabilities at the Chalk River Laboratories to address the priorities of Canada, including climate change.

Dennis Carr, President & Chief Executive Officer
Dennis Carr is a seasoned executive with over 40 years of experience in managing complex nuclear operations, decommissioning and decontamination (D&D), and waste management activities. Among his many nuclear operations and cleanup successes, he led 7,000 personnel at the U.S. Department of Energy’s (DOE) Savannah River Site and oversaw the Savannah River National Laboratory. Earlier in his career he led the contractor team responsible for the decommissioning of the U.S. DOE Portsmouth Gaseous Diffusion Plant and the day-to-day operations to achieve the final end state for the U.S. DOE Feed Materials Production Center in Fernald, Ohio.

Len Clewett, Chief Operating Officer (COO)
Len Clewett is an executive leader with more than 40 years of experience in the nuclear industry, including over 25 years in leadership roles and 11 years in Canada. He served as executive vice president and chief nuclear officer at Bruce Power, one of the largest nuclear generating facilities in the world. He also worked as a senior leader at SaskPower and held a Nuclear Regulatory Commission-certified senior reactor operator licence.

Mike Auble, Vice President, Site Infrastructure & Asset Management
Mike Auble is a certified project manager with more than 35 years of leadership and hands-on experience in facility operations and maintenance in U.S. DOE research laboratories, commercial nuclear power utilities and U.S. Navy vessels. In particular, he brings insights from serving at U.S. national laboratories in California and New Mexico, in addition to his most recent assignment leading facilities and site services at Idaho National Laboratory.

Andy Beckwith, Head of Whiteshell Closure Project
Andy Beckwith has 36 years of nuclear experience at large, complex nuclear sites. He brings depth and breadth of decommissioning and waste management experience having managed decommissioning of facilities and reactors, high level waste retrievals/shipments, and environmental remediation at the Idaho Cleanup Project in the U.S. and at the Sellafield, Dounreay and Atomic Weapons Establishment Aldermaston sites in the UK.

Darcey Bolin, Vice President, Construction
Darcey Bolin is a construction management and leadership expert with hands-on experience delivering complex construction projects on-time and on-budget. In addition to her government work, her experience includes more than 15 years in commercial construction, including leadership as program manager of a high-profile, first-of-a-kind medical isotope production construction project at BWXT in Canada.

Sean Bovingdon, Vice President, Chief Financial Officer
Sean Bovingdon is a proven leader in financial management with 35 years as a trusted senior executive and liaison to governing boards in a variety of industries, including energy, consumer products, utilities and technology. He has a record of success building collaborative teams, leading cultural transformation, providing strategic direction focused on growth and turnarounds, demonstrating positive leadership and ensuring rigorous regulatory compliance.

Stacia Caouette-Boss, Vice President, Human Resources
Stacia Caouette-Boss is a passionate leader with 31 years of human resources and business leadership experience from companies in the energy (nuclear/hydro), aerospace, automotive, and manufacturing sectors in Canada. She is known for her ability to align people strategies with business goals. She has a track record of implementing innovative workforce solutions that foster productivity and positive employee experiences.

John Lopez, Head of Project Controls and Corporate Planning
John Lopez brings 39 years of experience leading project management activities, including project controls, risk management, and corporate/strategic planning at the enterprise level for large U.S. DOE closure and operations contracts. John was formerly the president for Enterprise Technical Assistance Services, Inc., with full responsibility for its U.S. DOE Portsmouth/Paducah Project Office contract.

Eric McGoey, Head of Communications, Community and Stakeholder Engagement
Eric McGoey is a leader in communications and engagement with over 20 years of experience successfully building trust and relationships with the public and Indigenous Nations and communities, and over a decade of experience working on clean energy projects across Canada. He has served in complex, highly visible and high-pressure environments, holding cross-functional leadership roles in corporate affairs, the Ontario government, and the energy and mining sectors.

James Miller, Vice President, Decommissioning and Waste Management
James Miller is an accomplished leader in decommissioning and waste management (DWM), as well as environmental remediation, with 37 years of relevant experience in hands-on roles and as a vice president and manager of large, highly complex projects for U.S. DOE and other U.S. federal and commercial clients in high-hazard, highly-regulated environments. He managed the world’s largest DWM project at the DOE’s Oak Ridge Reservation.

John Osborne, Chief Nuclear Officer
John Osborne is a proven transformational leader with 34 years of experience in operations, including 24 years of success in roles of increasing responsibility at CNL. He provides a valuable perspective about CNL’s strengths and challenges from his work for AECL and as a general manager and senior director with responsibilities at Chalk River, Whiteshell, and Port Hope, including working as general manager for the National Research Universal Reactor.

Megan Proctor, Head of Health, Safety, Security & Environment
Megan Proctor is a Certified Safety Professional with more than 25 years of experience in industrial safety and health, environmental and radiological protection, quality assurance, and nuclear safety to support workforces that perform high-hazard nuclear cleanup work. She has managed and implemented environmental, safety, and health programs and championed Integrated Safety Management System cultures for several projects within U.S. DOE sites.

Dr. Monica C. Regalbuto, Vice President, Science & Technology
Dr. Monica Regalbuto is a leader in the development of nuclear fuel cycle technologies with over 35 years of experience. She served as U.S. DOE's Assistant Secretary for Environmental Management, with responsibility for nuclear cleanup at 16 sites in the U.S. Her international recognition includes participation on the IAEA Standing Advisory Group on Nuclear Energy, and she most recently led development of the U.S. nuclear fuel cycle strategy at the Idaho National Laboratory.

David Snopek, P. Eng., Vice President, Compliance
David Snopek brings 28 years of experience in environment, health & safety, regulatory affairs and compliance, and engineering roles, with over 17 years of responsibility for compliance under Canadian nuclear requirements. He brings lessons learned supporting Canadian, U.S. and UK projects, and he previously served in senior safety and regulatory affairs positions with BWXT and GE Hitachi Nuclear Energy Canada.

Jennifer Tidmarsh, Head of Indigenous Relations and Reconciliation
Jennifer Tidmarsh brings nearly 20 years of experience driving organizational change within the energy industry, with a focus on deepening understanding of the need for Indigenous reconciliation in corporate Canada. She has led the development of programs that deliver meaningful economic benefits to Indigenous peoples and businesses. Her work with Ontario Power Generation, NextEra Energy, and the Ontario Power Authority provides a strong foundation for ensuring CNL develops strong commitments to Indigenous Nations and communities.
