Nuclear Laboratory Partners of Canada Inc. (NLPC) is a Canadian joint venture that has been selected by Atomic Energy of Canada Limited (AECL) as the preferred bidder for managing Canadian Nuclear Laboratories Ltd. (CNL).
The NLPC team is led by BWX Technologies, Inc. (BWXT) and also includes Kinectrics, Amentum and Battelle.
AECL announced on June 12, 2025 that NLPC had been selected as the preferred bidder for the management of CNL. After a formal contract transition, NLPC will assume management and operations of CNL on September 13, 2025, with Dennis Carr as President and CEO.
As Canada’s premier nuclear science and technology organization, CNL is a world leader in developing nuclear technology for peaceful and innovative applications. The laboratories maintain a critical portfolio of work that includes development of clean energy sources, innovations in nuclear medicine, and restoration and protection of Canada’s environment.
AECL uses a Government-Owned, Contractor-Operated (GOCO) model. Under this new contract, CNL will specifically focus on science and technology, decommissioning and waste management, and Chalk River revitalization missions. The Chalk River Laboratories represent the largest single complex within Canada’s science and technology infrastructure. The site contains several licenced nuclear facilities and more than 50 other unique facilities and laboratories.
The NLPC team has an international reach of projects and resources, already employing more than 3,000 professionals in Canada who perform work similar to the missions at CNL. Our team will leverage this operations and science expertise and experience for CNL’s future success.
Dennis Carr is a seasoned executive with over 40 years of experience in managing complex nuclear operations, decommissioning and decontamination (D&D), and waste management activities. Among his many nuclear operations and cleanup successes, he led 7,000 personnel at the U.S. Department of Energy’s (DOE) Savannah River Site and oversaw the Savannah River National Laboratory. Earlier in his career he led the contractor team responsible for the decommissioning of the U.S. DOE Portsmouth Gaseous Diffusion Plant and the day-to-day operations to achieve the final end state for the U.S. DOE Feed Materials Production Center in Fernald, Ohio.

During transition, NLPC will work with AECL and CNL to find opportunities to be introduced to community stakeholders to begin establishing strong relationships and giving community members the opportunity to ask questions.
After we assume operations, we will be fully embedded as CNL’s management team, and continue the important work of engaging with communities and Indigenous Nations and communities.
We bring the same commitment to community engagement that CNL has historically demonstrated in the localities where it operates, and beyond. Our community engagement activities will focus on local and higher education programs, charitable giving, volunteerism, and other engagement actions.
Building on the work done by both AECL and CNL in recent years, we continue to pursue collaboration and partnerships where CNL, AECL, and Indigenous Nations and communities unite in a spirit of trust, respect, and cooperation.
And we will continue CNL’s work to develop meaningful collaborations with communities, academia, industry, and international laboratories.
